跨境电商货物遇到英国海关查验怎么样办？

清关查验是跨境电商卖家和外贸出口到欧洲市场必须要经历的"鬼门关"。

近日，我们有一个跨境电商客户被英国海关通知产品被英国贸易标准局(TS)查验了。货物在英国的希斯罗机场就被海关给扣查了，随后客户就收到了海关的查验通知。

大概内容是：

进口产品不符合2016年《电气设备（安全）条例》相关

1、无制造商详细信息

2、产品安全性差：该产品有一个变压器，其引脚对于英国家用插座来说太大。这可能会导致插座损坏，并可能导致电气火灾。

Non-compliant product - discharge from the free-circulation procedure not authorised – Regulation (EC) No 765/2008.

This product was visually assessed from a consignment being imported by you through Heathrow Airport on 17/1/2022.

The product has been visually assessed as non-compliant. Only goods that comply with safety regulations may legally be supplied in the UK.

The non-compliances highlighted with the products all relate to the following against The Electrical Equipment (Safety) Regulations 2016 and are as follows:

Item did not feature any manufacturer details.

Item had a transformer where the pins were too large for a UK domestic socket. This may result in the socket itself being damaged over time, with the possibility of an electrical fire.

As the importer, you are responsible for ensuring that all the products you import, comply with UK product safety legislation. We strongly advise that you quarantine any stock you currently hold of these products. It is a criminal offence to supply an unsafe or non-compliant product.

什么是TS查验

TS全称是英国贸易标准局（the Chartered Trading Standards Institute）, 成立于1881年，是一个非营利的专业机构，致力于鼓励诚实的企业和业务，帮助维护经济、环境、消费者的健康和社会福利。

TS查验是英国HMRC（英国税务及海关总署）下属的TS（贸易标准局）负责的，其实TS查验就是相当于我们国内海关的质检局，主要负责查验的是一些敏感类以及仿牌侵权类的产品，如敏感类产品，UKCA类的产品、英国标准类、婴幼儿童玩具类的产品等等。

通常TS查验产品递交的文件是否存在问题，开箱目测产品是否符合当地安全标准的要求，比如产品包装信息，安全性标志，警告信息，随附的电源或者适配器是否符合英国当地的标准要求。

但是随着跨境电商的发展，目前欧洲各海关也是更加严格管控了查验细节，越来越频繁抽取货物样品进行送检查.............
